The National Payments Corporation of India (NPCI) has implemented a recommendation to introduce an interchange fee on transactions made through Prepaid Payment Instruments (PPIs) using Unified Payments Interface (UPI). The fees will only affect transactions of over Rs 2,000, and are intended to increase revenue for banks and payment service providers who are struggling with the high cost of UPI transactions. The fee will be levied from 1 April 2021, and the pricing will be reviewed by September 30, 2023.

What does this mean?

The introduction of fees only applies to UPI payments made through PPIs, meaning digital wallets like PayTM wallet, that exceed a value of Rs 2,000. Transactions worth less than Rs 2,000 will not generate fees, which will be levied on the merchant side. Merchants may pass the extra fees onto consumers, but regular UPI transactions, made directly from bank account to bank account, remain free.

UPI is currently the most popular method of transferring money between bank accounts in India, allowing for instant payments using mobile phones. PPIs are digital wallets that allow users to store money and make payments.  

 Paytm, PhonePe and Google Pay are examples of PPIs available in India.

Understanding Interchange Fees

Interchange fees are a fee charged by one bank to another for processing a transaction. In the case of UPI transactions, the merchant’s bank must pay the interchange fee to the bank of the payer.

The Interchange Fee Implementation

In clarifying the new fee, the NPCI confirmed that the charges are only applicable to merchants that accept payments over Rs 2,000 via PPIs. The body that runs and manages the UPI system added that individuals making personal transactions using UPI won’t be charged any additional fees.

The NPCI believes that by incentivizing PPI providers to promote UPI transactions for higher amounts, the average transaction value of UPI transactions can rise, resulting in lower overall costs for payment systems in India.

The NPCI proposal views the existing interchange fee level as comparable with suggestions from the World Bank and the Committee on Payments and Market Infrastructures. These recommend interchange fees of up to 1.15% for UPI transactions.

Conclusion

The government of Andhra Pradesh, led by Chief Minister Y.S. Jagan Mohan Reddy, is set to distribute Rs 6,419.89 crore to 78,94,169 women beneficiaries from 7,98,395 Self Help (Dwacra) Groups for the third consecutive year. 

The funds will be distributed during the YSR Aasara funds release programme, which will be held in Denduluru, Eluru district. This is part of the government's initiative to provide financial assistance to women who are members of self-help groups.

The total assistance provided by the present government under YSR Aasara so far has been Rs 19,178 crore, including the current offer of Rs 6,419.89 crore. This initiative was taken by the government in response to the previous government's failure to fulfill its promise of paying women on behalf of the self-help groups, leaving them with debts of Rs 78.94 lakh.

The Jagan Mohan Reddy-led government had promised in its 2019 poll manifesto that it would pay off the debt of Rs 25,571 crore. This was done in two installments of Rs 12,758 crore, which has helped to reduce non-performing assets (NPAs) from 18.36% to 0.45% with a 99.5% recovery. This has enabled self-help groups to move up from C and D grades to A grade.

Under the previous government, the zero interest scheme was cancelled, and as a result, the debts piled up. Approximately Rs 3,036 crore of interest turned into a burden for the women, and NPAs increased to 18.36%. However, with the reintroduction of the YSR Asara and YSR Zero Interest schemes, the situation has improved, and the faces of the women are now smiling again.

So far, 9,86,616 women have taken up businesses such as grocery stores, cow, buffalo, sheep, goat rearing, and textile trade with the support provided by the Jagan government in cooperation with corporate institutions and banks, and they are getting additional income ranging from Rs 7,000 to Rs 10,000.

The distribution of funds to women beneficiaries has been welcomed by many, as it provides much-needed financial assistance to women who are members of self-help groups.

 The scheme is expected to contribute significantly to the economic development of women in Andhra Pradesh, promoting their empowerment and improving their living standards.

Overall, the YSR Aasara scheme is an excellent initiative by the Andhra Pradesh government to promote the economic development of women in the state. It is a clear demonstration of the government's commitment to promoting the welfare of women and empowering them to become financially independent.

Indian opposition leader Rahul Gandhi has been sentenced to two years in prison in a criminal defamation case in Gujarat state. The Congress MP was convicted for making comments about Prime Minister Narendra Modi's surname at an election rally in 2019. Speaking at a rally in Karnataka state in April 2019, Mr Gandhi had said: "Why do all these thieves have Modi as their surname? Nirav Modi, Lalit Modi, Narendra Modi." 

Nirav Modi is a fugitive Indian diamond tycoon while Lalit Modi is a former chief of the Indian Premier League who has been banned for life by the country's cricket board. Mr Gandhi argues that he made the comment to highlight corruption and it was not directed against any community.

The ruling Bharatiya Janata Party (BJP) says due judicial process has been followed in the case, which dates back to the campaign ahead of the last election. But some experts were puzzled by the order handed down by the court in Surat. 

Legal scholar Gautam Bhatia tweeted that "references to a generic class of persons" - surnames in this case - are not "actionable unless an individual can show a direct reference to themselves".

Defamation, by itself, cannot be a ground for disqualification in India. An MP can be disqualified from the office for offences ranging from promoting enmity, and election-related fraud. But they can also be disqualified if sentenced for two years or more for an offence. A two-year jail term would mean Mr Gandhi would not be able to contest the 2024 general election.

The Congress party said he was being targeted for exposing the government's "dark deeds". Elections are due next year. A Congress spokesman said the ruling was full of "legally unsustainable conclusions" - and vowed its politicians would not be silenced.

"Make no mistake. All your attempts to create a chilling effect, a throttling effect, a strangulating effect on open fearless speech relating to public influence will not stop either Rahul Gandhi or the Congress Party," Abhishek Manu Singhvi told a news conference.

The Aam Admi Party (AAP), which rules Delhi, has two senior members currently in jail on charges it says are politically motivated. Its leader voiced support for Mr Gandhi.

"We have differences with the Congress, but it is not right to implicate Rahul Gandhi in a defamation case like this," Arvind Kejriwal tweeted. "It is the job of the public and the opposition to ask questions."

India's criminal defamation law is British-era legislation under which there can be a maximum prison sentence of two years, a fine or both. Free speech advocates have often argued the law goes against the principles of freedom and that it is used by politicians to silence their critics.

In 2016, some top Indian politicians including Mr Gandhi filed legal pleas arguing for defamation to be decriminalised. But India's Supreme Court upheld the validity of the law, saying the "right to free speech cannot mean that a citizen can defame the other".

Block, the fintech company co-founded by Twitter CEO Jack Dorsey, has been accused of facilitating fraud against consumers and the government, avoiding regulation, and misleading investors, according to a report by short-seller Hindenburg Research. Following the report's release, Block's shares fell by over 18% as investors reacted to the allegations.

Hindenburg Research conducted a two-year investigation into Block and concluded that the company had systematically taken advantage of the demographics it claims to be helping. 

The report alleges that the "magic" behind Block's business has not been disruptive innovation but rather the company's willingness to facilitate fraud against consumers and the government, avoid regulation, dress up predatory loans and fees as revolutionary technology, and mislead investors with inflated metrics.

One of the report's main claims is that Block's Cash App, which aims to provide financial services to consumers, thrived on serving "unbanked" customers who were involved in criminal or illicit activity. 

The report further alleged that even when users were caught engaging in fraud or other prohibited activity, Block blacklisted the account without banning the user, and blacklisted accounts were regularly associated with dozens or hundreds of other active accounts suspected of fraud.

Block was founded in 2009 with the disruptive idea of a tiny card reader that could plug into a smartphone's headphone jack to enable credit card payments between payers and vendors. In 2013, the company launched Square Cash, later rebranded as Cash App, to compete with Venmo by providing financial services to consumers through a peer-to-peer mobile app where users could send and receive money.

Block expanded into more traditional banking in 2017 with the introduction of the Cash Card, a prepaid debit card allowing users to transact outside of their virtual Cash App wallet. In 2018, following the spike in Bitcoin's price and popularity, Cash App allowed users to move funds in their Cash App wallet into Bitcoin.

Block's alleged fraudulent activities, as reported by Hindenburg Research, have caused significant damage to the company's reputation and shareholder value. The company denies the allegations, stating that Hindenburg Research's report contains "falsehoods and misleading statements."

Block's response to the report was swift, with the company releasing a statement saying, "We believe that the report contains numerous inaccuracies and that the allegations are baseless. We have always sought to comply with all applicable laws and regulations, and deny the claims made in the report."

The company also defended its practices, stating that it had a "comprehensive fraud detection system" and that it worked closely with law enforcement agencies to identify and stop illegal activity.

When Raghu reaches adolescence, the state's forest department takes him away and places him with another caretaker who is more experienced in handling elephants in this life stage. The couple are heartbroken and miss Raghu deeply. Reacting to the Oscar win, Bomman told BBC Tamil that though they were happy about the award, "we are sad that Raghu is not with us now."

The Oscar for this heartwarming story is being celebrated by many Indians who have taken to Twitter to praise the documentary. Producer Guneet Monga shared the news of the win with an Instagram post: "Tonight is historic as this is the first ever Oscar for an Indian production. India's Glory with 2 women."
